Fee Impact Checker FREE BETA
On July 24, 2026 Metro Vancouver adopted Bylaws 270 (water), 396 (liquid waste) and 1452 (parkland), lowering the regional development cost charges. This checker shows which schedule applies to one building permit or subdivision, the amount when it can be determined, and the conditions for in-stream applications. It never applies the reduction to an in-stream application unless you say a written agreement was given. Regional DCCs only; municipal DCCs and other fees are not included.

OPEN LEGAL QUESTIONS — UNRESOLVED
On U1, U2, U4 and U6, Metro Vancouver's web pages and developer guide do not fully agree with each other or with the bylaws and the Local Government Act; U5 is open because there is no official address-to-sewerage-area lookup. This checker does not decide these questions: affected results show every possible amount and are marked UNRESOLVED. Confirm with the issuing municipality or Metro Vancouver (dccs@metrovancouver.org) before relying on a result. Sources last checked 2026-10-17.
- U1 — End of the in-stream window [UNRESOLVED]
LGA s.568(2)/s.511 give 12 months after adoption (2026-07-24). Metro's DCC page, its liquid waste DCC page and the guide text say the in-stream period "expires on July 24, 2027"; the guide's table says the related BP/subdivision must be "approved by December 31, 2027". Approvals from 2027-07-24 to 2027-12-31 are not resolved.

Strict LGA s.568 reading: the amending bylaw has no effect, so the unamended 2024 schedule applies at the issue date (including its superseded 2027 step, which never took effect for others). Metro's wording (DCC page, liquid waste DCC page and guide): "the DCC rates that were in effect when the application was submitted". The two readings differ for applications submitted in 2025 or permits issued in 2027.

The bylaws took effect on adoption at the 2026-07-24 Board meeting. Metro's DCC page and liquid waste DCC page say "on or after July 24, 2026", while the guide says "approved after July 24, 2026". A permit issued on July 24 (for example before the vote) is not resolved.

No official municipality-to-sewerage-area list was found, several municipalities straddle areas, and the boundaries were amended on 2026-07-24 (GVS&DD Bylaws 401 and 402). The sewerage area is therefore a required user input and must be confirmed with the municipality.

Metro's DCC page and liquid waste DCC page say applications "submitted before July 24, 2026" may be in-stream; the guide says "submitted by July 24, 2026" and "fees paid prior to and including July 24, 2026"; LGA s.568 asks whether the application was in-stream "on the date of adoption". An application submitted on July 24 is not resolved.

U3 (Whether LGA ss.511 and 568 apply to the GVS&DD liquid waste DCC (resolved, narrowly)): Resolved narrowly: GVS&DD Act s.58.2(9) states that LGA ss.511 and 568 apply to a GVS&DD development cost charge by-law, and Metro's Liquid Waste DCC page states that in-stream provisions apply to liquid waste DCC applications. This resolves only that ss.511 and 568 apply to the sewer DCC. It does not mean the limited exceptions in LGA ss.511.1 and 568.1 (referenced in s.58.2(10)) apply to any particular sewer DCC scenario; those exceptions have their own statutory conditions and are not evaluated by this tool. All eligibility, rate and deadline questions remain open where flagged (U1, U2, U4, U5, U6). No longer raised as a flag.
